This Internet Explorer policy controls whether SmartScreen Filter scans webpages assigned to the Restricted Sites zone. The zone is identified by key number 4, while value 2301 holds its zone-specific SmartScreen setting.
When scanning is enabled, SmartScreen examines pages in this zone for indications of malicious content. When scanning is disabled, this setting does not cause SmartScreen to scan pages in the zone. If the policy is not configured, the user can choose whether SmartScreen scans pages in this zone.
Notes
Security
SmartScreen scanning can warn users about known or suspected phishing sites and other malicious web content. Disabling the scan removes this additional layer of protection from the Restricted Sites zone.
This setting controls only Internet Explorer's zone-specific webpage scan. It does not change the zone's other security restrictions, Microsoft Edge SmartScreen, or the Windows reputation checks applied to applications and downloaded files.
Possible side effects
When scanning is enabled, pages classified as suspicious or unsafe can produce a SmartScreen warning page and interrupt access. Whether the user can bypass such a warning is governed by separate SmartScreen policies.
Notes
The two registry locations represent the computer and user variants of the same ADMX-backed policy. The setting applies only to content assigned to the Restricted Sites zone and does not automatically affect other Internet Explorer security zones.
In Internet Explorer 7, the underlying feature was called Phishing Filter. The Internet Explorer 11 desktop application is retired and permanently disabled on certain Windows versions. This setting belongs to the legacy Internet Explorer policy model and is distinct from the SmartScreen policies for Microsoft Edge and Windows.
