HKU\.DEFAULT\SOFTWARE\Microsoft\Windows\CurrentVersion\ContentDeliveryManager\SilentInstalledAppsEnabled
SilentInstalledAppsEnabled is a DWORD switch used by Windows Content Delivery Manager. A value of 0 is intended to stop that per-user mechanism from silently delivering suggested apps.
The setting does not remove apps that are already installed or provisioned in Windows. It also does not block installations initiated through Microsoft Store, by an administrator, by management software, or through other deployment mechanisms.
Notes
Security
This value is not an application-control policy or a general installation restriction. It does not prevent unapproved software from being installed or executed and is not a substitute for controls such as AppLocker or Windows Defender Application Control.
Notes
The documented Turn off Microsoft consumer experiences policy controls a broader set of features and uses the different registry value HKLM\SOFTWARE\Policies\Microsoft\Windows\CloudContent\DisableWindowsConsumerFeatures. Its properties cannot be assumed to apply to SilentInstalledAppsEnabled.
On a running Windows installation, HKEY_USERS\.DEFAULT is not the profile template used for new user accounts. It belongs to the LocalSystem account and aliases HKEY_USERS\S-1-5-18. Consequently, the specified path does not place the value in the current standard user's profile or automatically add it to C:\Users\Default\NTUSER.DAT.
If the path is interpreted literally on a running installation, its intended effect on ordinary user profiles therefore cannot be established reliably. A different conclusion would require a specifically documented offline or hive-mounting context in which .DEFAULT refers to another hive.
