This user policy controls whether Outlook treats the Internet as a safe zone for automatically downloading pictures and other externally linked content in HTML email messages.
The value uses the REG_DWORD type. A value of 1 causes Outlook to retrieve external content in Internet email automatically, including messages from untrusted senders. Users cannot change this enforced behavior in Outlook. With a value of 0, the Internet is not treated as a safe zone, so content is not downloaded automatically merely because it belongs to that zone. An absent value means that the policy is not configured.
The setting applies to content retrieved from external locations. It does not permit email attachments, scripts, or other active content, nor does it grant such content additional execution rights.
Notes
Security
Automatically retrieved images can operate as tracking pixels or web beacons. Contacting the external server may confirm that a message was displayed and that the recipient’s address is active. Treating the entire Internet as safe removes this privacy safeguard for messages from unknown or untrusted senders.
Automatic retrieval also increases exposure to unwanted or maliciously crafted external content. Other Outlook and Windows protections remain in effect; this policy does not, by itself, allow external content to execute code.
Possible side effects
Downloading external content automatically can increase network traffic and display remote images or potentially offensive material without prior user approval. This may increase loading time and data usage on slow or metered connections.
Notes
This policy applies to classic Outlook for Windows. The 16.0 registry branch is shared by Outlook 2016, classic Outlook included with Microsoft 365 Apps, and corresponding later perpetual Office releases.
When the Internet is not considered a safe zone, other Outlook exceptions may still permit a download—for example, when the sender is trusted or the recipient allows external content for an individual message.
