HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\NoInstrumentation
This user-scoped policy stops Windows from tracking the programs run by the affected user. Windows consequently cannot use that usage information to personalize features that depend on it. In particular, frequently used programs are no longer displayed on the Start menu.
The setting applies to this program-usage history. It is not a general switch for all activity recording, diagnostics, or telemetry in Windows.
Notes
Possible side effects
Features that rely on recorded program usage can no longer adapt to the user's actual usage patterns. Most notably, the Start menu no longer provides the automatically generated list of frequently used programs.
Notes
The policy applies per user. It does not prevent users from manually pinning programs to the Start menu or taskbar.
