This per-user registry value controls the corresponding Group Policy setting for Microsoft suggestions in the Windows Settings app. When the policy is in effect, Settings no longer displays suggested content intended to introduce users to apps and features available in Windows or across their devices.
These suggestions may otherwise appear after a clean Windows installation, following an operating-system upgrade, or during normal use.

The setting applies to the individual user. Its scope is limited to suggestions in the Settings app; it does not by itself disable other Windows Spotlight experiences such as lock-screen content, Action Center notifications, or the Windows welcome experience.
