HKCU\Software\Policies\Microsoft\Windows\CloudContent\DisableWindowsSpotlightOnActionCenter
This per-user policy value prevents Windows Spotlight notifications from appearing in Action Center. It primarily affects notifications from Microsoft that suggest apps or Windows features.
Without this restriction, Windows may display these suggestions in Action Center.
Notes
Possible side effects
Users no longer receive Windows Spotlight notifications that might introduce them to useful apps or features.
Notes
The setting applies to the individual user. It disables only Windows Spotlight notifications in Action Center. This value by itself does not disable other Windows Spotlight experiences, such as lock-screen content, suggestions in the Settings app, or the Windows welcome experience.
Microsoft documents the associated user policy for Windows 10, version 1703, and later.
