HKCU\Software\Policies\Microsoft\Windows\CloudContent\DisableTailoredExperiencesWithDiagnosticData
This registry value controls, on a per-user basis, whether Windows may use diagnostic data from the device to personalize recommendations, tips, and offers. Setting the REG_DWORD value data to 1 prevents this use.
The policy applies to personalized content presented through the lock screen, Windows tips, Microsoft consumer features, and related Windows experiences.
Notes
Security
This setting limits the use of diagnostic data for content personalization, improving privacy for the affected user. It does not reduce the diagnostic data collected or transmitted. Diagnostic data collection and transmission are governed by separate settings.
Possible side effects
Recommendations, tips, and offers can still appear when the corresponding features are enabled. Because Windows cannot use diagnostic data to personalize them, the content may be less relevant to the user.
Notes
This is a per-user setting. It does not control Cortana tailored experiences, which are governed by separate policies.
Microsoft documents the associated policy for Windows 10, version 1703 and later, including newer Windows releases.
