This per-user policy value controls whether Spotlight collection is available as a desktop background. When the turn-off policy is in effect, Spotlight collection is removed from the personalization options. The affected user therefore cannot select Microsoft’s daily images for the desktop.
Without this restriction, Windows can offer Spotlight collection as a background option and refresh the desktop with new images from Microsoft.

This setting applies only to Spotlight collection on the desktop. It does not disable other Windows spotlight experiences, such as Windows spotlight on the lock screen.
