HKLM\Software\Policies\Microsoft\Windows\AppPrivacy\LetAppsActivateWithVoiceAboveLock
This machine-wide REG_DWORD value determines whether Windows apps may use voice activation and allow speech interaction while the system is locked.
The value data has the following meanings:
0: Users remain in control of whether voice activation is available while the system is locked.1: Voice activation while locked is force-allowed, and users cannot change this decision.2: Voice activation while locked is force-denied, and users cannot change this decision.
Notes
Security
With a value of 1, supported apps can respond to voice commands before the device is unlocked. The functions or information available in that state depend on the app and on other Windows security controls.
This value does not unlock the device, grant microphone access, or give apps additional user or system privileges. Supported apps still require the applicable voice-activation and microphone permissions.
Possible side effects
With a value of 2, supported apps cannot provide voice-controlled features while the system is locked. Intended hands-free or assistant functionality may therefore remain unavailable until the device is unlocked.
Notes
The setting applies to Windows apps and Cortana. It takes precedence over the “Allow Cortana above lock” policy.
It has an effect only when the broader LetAppsActivateWithVoice policy permits applications to use voice activation. It cannot enable activation above the lock screen when voice activation is denied altogether.
