HKU\.DEFAULT\SOFTWARE\Microsoft\Windows\CurrentVersion\ContentDeliveryManager\RotatingLockScreenOverlayEnabled
The RotatingLockScreenOverlayEnabled DWORD value controls overlay content shown on the lock screen in connection with Windows Spotlight. The value 0, as set by Setup Foundry, disables this overlay. This suppresses supplementary content such as suggestions, fun facts, or tips displayed over the lock screen image.
This value is not documented as disabling the rotating Windows Spotlight image itself. Image rotation is controlled separately and can therefore remain active.
Notes
Possible side effects
Supplementary information and interactive Windows Spotlight prompts are no longer available on the affected lock screen. The lock screen background image remains independently controlled.
Notes
Microsoft does not document RotatingLockScreenOverlayEnabled as a supported policy and does not publish an authoritative version matrix or complete definition of its value data. Its behavior may therefore change between Windows releases. For managed devices, Microsoft documents the Windows Spotlight policies and the Experience Policy CSP instead.
HKEY_USERS\.DEFAULT is a separate registry hive loaded by Windows. It is not the Default User profile template and does not automatically propagate the value to existing or newly created user profiles. The corresponding setting for a signed-in user is normally stored in that user's own hive, which is exposed through HKEY_CURRENT_USER. Microsoft does not document which interface, if any, reads this particular value from HKEY_USERS\.DEFAULT.
