This DWORD value applies to the Macromedia Flash Factory Object, identified by CLSID {D27CDB70-AE6D-11CF-96B8-444553540000}. Microsoft Office includes this COM object among the controls that are blocked from activation by default.
A value of 0 does not enable an exception to that block. Office therefore cannot activate this Flash COM object inside an Office process. The block covers objects embedded in or linked from documents as well as activation through other mechanisms, such as add-ins.
The documented alternative value of 1 partially overrides the activation filter: the object remains blocked when linked to or embedded in an Office document, but may be loaded by other means inside an Office process.
Notes
Security
This setting preserves the comprehensive Office activation block for an obsolete Flash ActiveX control. Documents, add-ins, and other components running through Office cannot load the affected COM object into the Office process and execute its code there.
The effect is limited to Office applications that use this registry location and the Office COM kill-bit list. It does not disable Flash system-wide or replace controls enforced by other applications.
Possible side effects
Legacy documents, templates, or add-ins that depend on this Flash COM object cannot play their Flash content or provide features that require the control.
Notes
Microsoft documents the unversioned Office\Common\COM Compatibility path for Office 2010 and Office 2013. For 32-bit Office on 64-bit Windows, the corresponding configuration is under HKLM\Software\Wow6432Node\Microsoft\Office\Common\COM Compatibility. Office 2016 instead uses a version-specific path under Office\16.0\Common.
Flash also has the separate CLSID {D27CDB6E-AE6D-11CF-96B8-444553540000}. The value described here applies only to the CLSID ending in DB70.
