HKU\.DEFAULT\SOFTWARE\Microsoft\Windows\CurrentVersion\ContentDeliveryManager\SubscribedContent-310023Enabled
Setup Foundry creates this REG_DWORD value with value data 0. Its stated catalog purpose is to disable consumer subscribed content.
Microsoft does not document SubscribedContent-310023Enabled or define the meaning of its value data. Consequently, no specific effect on suggestions, app installation, Windows Spotlight, or other consumer experiences can be confirmed. In particular, this value is not the documented Turn off Microsoft consumer experiences policy. That policy uses the separate registry location HKLM\SOFTWARE\Policies\Microsoft\Windows\CloudContent\DisableWindowsConsumerFeatures.
Notes
Notes
HKEY_USERS\.DEFAULT is not the default user profile from which Windows creates profiles for new users. It belongs to the LocalSystem account and is used by system processes, including processes that run before interactive sign-in. The default user profile is instead stored in C:\Users\Default\NTUSER.DAT and is not normally mounted as .DEFAULT.
The specified value therefore does not apply to newly created user profiles merely because of its location. Whether any Windows component reads it in the LocalSystem context is not publicly documented. Without additional product-specific evidence, this path and value name should not be considered a reliable control for disabling consumer content.
