HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE\DisableVoice
The DisableVoice DWORD value, when set to 1, disables Cortana voice support during the Windows out-of-box experience (OOBE). Cortana no longer provides spoken guidance through initial setup, and users cannot use the associated voice interaction to respond to supported prompts.
The value affects only this OOBE voice support. It does not skip OOBE pages and is not a system-wide control for Cortana or other speech features outside the initial setup experience.
Notes
Possible side effects
OOBE proceeds without Cortana's supplementary spoken guidance. Users who rely on that assistance must complete initial setup through the remaining visual controls or suitable accessibility features.
Notes
Microsoft documents DisableVoice = 1 for Windows 10 as a temporary testing setting. Shipping a device with Cortana voice support disabled is explicitly described as an unsupported configuration.
Current Microsoft documentation states that Cortana voiceover and speech recognition during OOBE aren't available in Windows versions after Windows 10.
