FeatureManagementEnabled is a per-user DWORD registry value in the internal configuration area of Windows Content Delivery Manager. Setup Foundry sets it to 0.

Microsoft does not publicly document this value or the meaning of its value data. In particular, there is no official documentation establishing that 0 by itself disables the rotating Windows spotlight background on the lock screen. The stated catalog purpose, “Disable rotating lock screen,” therefore cannot be reliably confirmed for this specific registry value.

Microsoft instead documents lock-screen Windows spotlight control through the Configure Windows spotlight on lock screen policy. That policy uses the separate HKCU\Software\Policies\Microsoft\Windows\CloudContent\ConfigureWindowsSpotlight registry value.

Notes

Notes

Because FeatureManagementEnabled is stored under HKCU, its contents apply only to the corresponding user profile. It is not the documented registry value for the Windows spotlight policy with the related purpose.

As an undocumented implementation detail, Windows may change or stop interpreting this value between releases. Official Microsoft documentation does not substantiate any broader effects on Windows spotlight, content suggestions, or other Content Delivery Manager features.
