HKU\.DEFAULT\SOFTWARE\Microsoft\Windows\CurrentVersion\ContentDeliveryManager\SubscribedContent-338380Enabled
This DWORD value is a per-user switch used by Windows Content Delivery Manager. A value of 0 records the internal content subscription ID 338380 as disabled.
Microsoft does not document this individual registry value or identify the Windows experience associated with ID 338380 across different Windows releases. It therefore cannot be reliably described as disabling every Windows spotlight feature or all subscribed cloud content by itself.
Notes
Security
This value is not a documented security policy. In particular, it does not guarantee that all cloud communication, recommendations, Microsoft consumer experiences, or Windows spotlight components are disabled.
Microsoft provides separate policies for broader control, including Turn off all Windows spotlight features and Turn off cloud optimized content. Those policies use different registry locations and must not be treated as equivalent to SubscribedContent-338380Enabled.
Notes
This is an undocumented implementation value rather than a published ADMX or CSP policy. Windows releases may interpret the value differently, change the experience associated with ID 338380, or stop using it.
On a running Windows installation, HKEY_USERS\.DEFAULT is not automatically the default profile for newly created users. The default user hive from C:\Users\Default\NTUSER.DAT is normally not loaded under that name. The value can be inherited by new user profiles only when the specified path actually represents that profile hive in the relevant deployment or image-servicing context. It does not automatically modify existing user profiles.
