The SystemPaneSuggestionsEnabled DWORD value is a Windows Content Delivery Manager preference. A value of 0 disables Content Delivery Manager suggestions in system surfaces for the profile containing the value. On Windows versions that use this setting, it primarily affects recommendations presented through Windows shell surfaces, historically including suggested apps or content in Start.
This value controls only that suggestion feature. It does not disable every Windows tip, recommendation, advertisement, or personalized offer. Similarly named content in the Settings app, the Windows welcome experience, and other recommendation channels can be controlled by separate settings or registry values.
Notes
Possible side effects
Users no longer receive the affected app, content, or feature suggestions. Core Start menu and Windows shell functionality remains available.
Notes
Microsoft includes SystemPaneSuggestionsEnabled with data 0 among its default-user settings for VDI optimization, but does not provide a complete mapping between this value and every affected user-interface surface. The exact visible effect can therefore vary between Windows versions.
The literal HKEY_USERS\.DEFAULT hive is not the same as the default user profile template stored in C:\Users\Default\NTUSER.DAT. Among other uses, HKEY_USERS\.DEFAULT acts as a fallback for processes whose security context has no user profile loaded. The template for newly created user profiles must be loaded as a separate hive. Consequently, a value stored only under HKEY_USERS\.DEFAULT does not automatically apply to ordinary interactive users or to newly created user profiles.
