Let apps run in the background

The `GlobalUserDisabled` DWORD value controls background access for the current user.

since 0.9.8.11

Purpose

Show registry keys (1)
  • HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\BackgroundAccessApplications\GlobalUserDisabled

The GlobalUserDisabled DWORD value controls background access for the current user. A value of 1 turns off the global user permission. Apps that use the Windows background-activity model are consequently prevented from performing the corresponding background tasks while they are not in active use.

This primarily affects supported Windows and Microsoft Store apps. It does not generally terminate or prevent traditional desktop applications from running their own background processes or services.

On Windows 10, this corresponds to turning off the global “Let apps run in the background” control. Windows 11 presents background permissions mainly on a per-app basis, but GlobalUserDisabled continues to be honored in certain scenarios.

Notes

Security

The setting can prevent affected apps from processing or transmitting data while operating in the background. It is not a general application-control, network-control, or security policy: it does not block foreground use, stop traditional desktop applications, or revoke permissions that are independent of background execution.

Possible side effects

Affected apps might no longer synchronize content, deliver notifications or updates, or perform other scheduled background work. Email synchronization, messaging notifications, and live-tile updates can therefore fail or remain outdated until the app is opened.

Microsoft also documents that GlobalUserDisabled=1 can result in background-access policy restrictions that block BITS transfers. When the Windows App is used for Azure Virtual Desktop or Windows 365, this can prevent the Teams SlimCore MSIX package from downloading and disrupt Teams VDI optimization. On Windows 11, the value can also cause an affected app's background-permission option to be unavailable in its advanced settings.

Notes

GlobalUserDisabled is a per-user Windows setting. It is not the same as the device-scoped LetAppsRunInBackground Group Policy value under HKLM\SOFTWARE\Policies\Microsoft\Windows\AppPrivacy; that policy's value meanings, precedence, and management behavior must not be attributed to this registry value.

Microsoft explicitly documents this registry value only in limited product scenarios. Its representation in Windows Settings and its effect on individual apps can therefore depend on the Windows version and the application model in use.
